Memorandum of Understanding

For strengthening the ‘vocational curriculum’ in the School Education System Signed between Ministry of Education (MoE) and Ministry of Labour and Human Resources (MoLHR), Thimphu.

This is an agreement on the collaboration to strengthening the support in the implementation of ‘Vocational Curriculum’ in Classes IX and XII, and ‘Vocational Clubs’ in the School.

Background

A secretarial level meeting between the Ministry of Education (MoE) and the Ministry of Labour and Human Resources (MoLHR) was held on the 15th of July 2010 to address the tremendous pressure of unemployment of literate youths on the one hand and on the other hand of acute shortage of people in the labour market of our country. The meeting resolved to introduce Vocational Curriculum (VC) as an optional subject from classes IX to XII. The Curriculum and Professional Development Division (CAPSD) was instructed to develop an implementation strategy, which was presented to the two ministries on 18th August, 2010. Based on the VC implementation strategy presented, a consensus was reached between the two ministries to collaboratively introduce Vocational Curriculum in the Secondary Education System as optional subjects from IX to XII and strengthen vocational clubs in the school system by introducing appropriate courses. The VC was introduced in 5 pilot schools located nearby the Technical Training Institutes (TTIs) in the academic session 2011. A total of 186 students have completed basic education (class X) in 2012 and 230 students are enrolled in VC in 2013 academic session.

The MoE and MoLHR encouraged by the growing interest in the subject feel the need to further collaborate to strengthen support in the implementation of VC and expand the introduction of VC to classes XI and XII, as agreed in the previous MoU signed in 2011. The introduction of VC in XI and XII was to be decided based on the pilot of VC in IX and X. The VC is a popular optional subject amongst the students and the introduction to XI and XII envisions that the Bhutanese graduating from its system will have the right kind of attitude to take up any jobs as long as they are honourable and earn their livelihood which will enhance our economy and fulfill self-sufficiency in the near future.

Science Textbook Customization

With the introduction of new Science Curriculum Framework since 2012, Department of Curriculum Research and Development (DCRD), Ministry of Education, Paro, has been writing and implementing our own textbooks aligned to the framework for classes IV to VIII. However, with approval from 27th Curriculum Board Meeting, DCRD has decided to invite publishers and authors to customize textbooks available in the market for classes IX to XII.

Six best textbooks aligned to Science Curriculum Framework 2012 will be selected this year for classes IX and XI as listed below:

  1. Physics textbook for class IX
  2. Chemistry textbook for class IX
  3. Biology textbook for class IX
  4. Physics textbook for class XI
  5. Chemistry textbook for class XI
  6. Biology textbook for class XI

SUPW Framework

Socially Useful and Productive Work (SUPW) is an ancillary but mandatory part of the school curriculum. ‚SUPW may be described as purposive and meaningful manual work, resulting in either goods or services which are useful to the community‛ (Ruhela, 2006).
SUPW programme in the schools is an important means of operationalizing the ideals of ‚Green Schools for Green Bhutan‛. The elements of green schools (environmental, intellectual, academic, social, cultural, spiritual, aesthetic and moral greeneries) would be developed and manifested through the various SUPW programmes that the students plan and carry out not only during the school sessions but also during the vacations.
This emphasis on providing socially useful and productive experiences to students is aimed at bringing students closer to the real understanding of socio-economic and cultural needs of their society. It aims to help develop among the students the habit to work as a community and encourage community thinking. Working together, students learn to solve problems and make decisions and successfully contribute to their community. They connect local concerns with global issues and gain awareness of others. All this will serve them now and years later as they transition out of school and into the world of work.
